Role of non-executive advisors
CICA's non-executive advisors provide an independent, strategic and informed contribution to the work of our Policy and Performance Board and Audit Committee, bringing an external perspective to corporate issues. Their duties include:
- offering independent expertise and advice;
- constructively challenging and testing operational strategies and decisions of the Chief Executive and Directors;
- as members of the Audit Committee, supporting the Chief Executive (as the ‘Accountable Officer’) ensuring that the most efficient, effective and economic risk, control and governance processes are in place and that the associated assurance processes are optimal; and
- as members of the Audit Committee, providing input to improving the quality of financial reports and reporting standards where appropriate.
Peter Hartill — Non executive advisor
Peter is a chartered accountant. He spent 40 years with Deloitte becoming a senior audit partner. His clients operated predominantly in the property, financial and manufacturing sectors. Peter is also the chairperson for Deeley Group and a non-executive director of Scott Bader Limited and Dudley and Walsall NHS Mental Health Partnership Trust.
Colin Peebles MBE — Non executive advisor
Following a successful career in the Army where he reached the rank of Colonel, Colin spent 14 years as a Director in the Scottish Police Service. There his responsibilities included finance, information management and technology, central services (property, procurement and fleet), performance management and criminal justice administration. For 3 years he was the only non police officer member of ACPOS Council and he has recently been appointed as a Member of the Accounts Commission for Scotland, which conducts financial and performance audit of all local authorities in Scotland.
Colin is a Director of his family property company and is Chairman of the Stirling, Falkirk and Clackmannan branch of the Services charity, SSAFA Forces Help.
David Page — Non executive advisor
David is a Director of Martin Currie Investment Management and responsible for global operations, change management and fund accounting. He has been Chief Executive for Nobel Corporate Management and has also held a variety of senior roles with the Royal Bank of Scotland Group. Previously David served for 10 years in Military Intelligence in the Army. David is a trustee of the Martin Currie Charitable Foundation.
